Project Overview
The Interstate Bridge Replacement Program is a collaboration between the Oregon Department of Transportation (ODOT) and the Washington Department of Transportation (WSDOT) to replace the existing I-5 Bridge over the Columbia River. The current plans include constructing a new bridge immediately to the west of the existing bridge.
The current modified locally preferred alternatives include six different bridge designs including single-level, double-level, and a movable bridge design.
Other plans for the project include:
- Adding one auxiliary lane in each direction and safety shoulders on the new bridge;
- Improvements to seven interchanges in both Oregon and Washington;
- Extension of MAX light rail from the Expo Center in Portland to E. Evergreen Ave in Vancouver; and
- Variable tolls for motorists using the new bridge.

- Early 2025 – Completion of environmental review, including release of final environmental impact statement
- Early 2025 – Start of right-of-way acquisitions for project
- Summer 2025 – Set toll rates for new bridge
