Project Overview


The I-5 Rose Quarter Improvement Project is a part of the Oregon Department of Transportation’s comprehensive strategy to improve travel on I-5 through the Rose Quarter.

Based on current plans, the project is expected to impact 27 properties, including four complete acquisitions.

Other plans for the project include:

  • A new highway cover over I-5 with new connecting streets and other improvements;
  • A new bicycle and pedestrian bridge over I-5;
  • Relocation of the I-5 southbound off-ramp from Vancouver/Broadway to the south; and
  • Variable tolls for motorists using the new bridge.

The current timeline for the project includes the following pertinent dates:

  1. Currently, ODOT is completing the environmental review process for the project, which will likely finish by the spring of 2024.
  2. ODOT will continue refining plans for the project with property acquisitions and construction dependent on ODOT receiving final funding for the project.
