ODOT’s I-5 Rose Quarter Project Slated to Start Construction in 2025

The Oregon Department of Transportation (ODOT) recently received a $250 million allocation from the Oregon Transportation Commission for the I-5 Rose Quarter Improvement Project. This recent allocation, along with a $450 million federal grant, bring the total project funding to $850 million, which is sufficient for ODOT to begin construction on the project, which is slated to start in the summer of 2025. The current plans for ODOT’s project include expanding I-5 and constructing a new highway cover to reconnect local streets in the Albina neighborhood, building a full southbound auxiliary lane and shoulder from I-405 to the Morrison Bridge exit, extending a portion of the northbound auxiliary lane and shoulder under the highway cover, completing bridge work in the southern project area, and constructing storm water facilities near I-405.

According to the most recent Supplemental Environmental Assessment, the project is expected to impact 28 private properties and will require relocating 11 commercial retail or service related businesses. The adjacent image from the Supplemental Environmental Assessment identifies the planned impacts to properties.

The attorneys at Olsen Barton LLC are continuing to monitor the project, and based on the planned summer 2025 start of construction, expect ODOT will start the process of acquiring properties in the next several weeks.
